Regular Meeting
Mayor Schwarzbach called the meeting to order.
Council members present Colby Baumgarn, Darin Ray, Jon Sheehy and Rich Jespersen
Staff Present: Larry Geyer, Public Works and Wendy Kleinsasser, clerk.
Public: Pat Matthew and Austin Genereux
Approval of Meeting Minutes: Rich Jespersen moved to approve all three sets of minutes from August. Colby Baumgarn seconded. Motion passed.
Sheriff’s Report None
Pivot: Jon Sheehy will try to get in touch with Shane Chauvet for an update.
Pool Report: The pool has been winterized and public works has been priming and painting the pool house, as well as making any needed repairs.
Public Comment: Pat Matthew spoke to the council about issues with people pulling ahead of the buses when they are picking up and dropping off students. She would like to block that street of to two way traffic twice a day, from 7:30-8:00 a.m. and 3:30 to 4:00 p.m. There have been a number of infractions already this school year. The council felt that the school should be responsible for putting up the barriers as the town does not have sufficient staff to be there twice a day. Pat will talk to the school administration.
Austin Genereux asked the council when they would like to begin graveling the streets. The council would like to start as soon as possible. Austin is also willing to donate his time and supplies to see if a product he has will work on Second Street.
KLJ: Nothing
Bear Paw Development: The mayor reported on a meeting he and the clerk had earlier that day with Paul Tuss and Samantha Chagnon for BPD. In the future, if an organization wishes to have the town be a pass through for projects, the organization will be required to give monthly updates at a minimum.
New Business
Town Attorney: The mayor will contact Jennifer Forsyth.
Pool Fundraising Committee: So-Chairs – Rich Jespersen and Diana LaBuda; Secretary – Melanie Schwarzbach; Treasurer – Diane Kean. Others on the committee are Shaud Schwarzbach, Travis Baumann and Heather Pleninger. A bank account will be set up at First Bank of Montana, titles Town of Big Sandy – New Pool Fund. Rich Jespersen moved to accept the committee members named. Darin Ray seconded, motion passed.
Rest Area – Public Works will get a bid from a plumbing contractor and a grant request will be made to the Lippard-Clawiter Foundation.
Old Business
Water Ordinance: The clerk spoke to Dan Kramer from Montana Rural Water about steps we need to take to begin the process of approving the new ordinance. She will also contact Dorsey and Whitney about assistance writing the resolutions needed, as well as Anna Miller regarding updating our target rate and setting up a conference call to discuss funding for NorthCentral water.
Committee Reports: The mayor will be attending the NorthCentral Water project annual meeting. The Clerk will be participating in a zoom meeting for the Bear Paw Development Board.
Mayor Report: None.
Public Works: Larry Geyer updated the council on what they have been working on.

Claims: Colby Baumgarn moved to accept the claims. Darin Ray seconded and the motion passed.
General Journal Voucher: Colby Baumgarn moved to approve JV 2021-02, Rich Jespersen seconded; motion passed.
