Regular Meeting
Mayor Shaud Schwarzbach called the meeting to order
Council members present: Danielle Weaver, Rich Jespersen and Krystyl Kulbeck. Jon Sheehy arrived after the meeting began
Staff present: Tim LaBuda, Larry Geyer and Wendy Kleinsasser
Public: Chuck Williams and Julea Robbins joined via Zoom.
Approval of Meeting Minutes: Krystyl Kulbec kmoved to approve the both sets of minutes from August. Danielle Weaver seconded. Motion passed.
Sheriff’s Report: None
Pivot: None
Public Comment: None
New Pool report: nothing new.
KLJ: Chuck Williams gave updates on the storm drain project. They are still on track to finish by October 1. Ditches estimate was $14000.00. NorthWestern Energy will relocate gas line next week. Discussion covered additional paving.
ARPA competitive grant: The grant has been awarded, but no updates from the state at this time
NorthCentral Water: Mayor gave an update. More Congressional spending may be necessary.
Bear Paw Development: Julea Robbins submitted a draw request for approval. Jon Sheehy moved to approve it; Rich Jespersen seconded. Motion passed.
New Business
Harvest Fest: Permission was granted to close Johannes Avenue in front of the Catholic Church, with Rich Jespersen making the motion and Danielle Weaver seconding.
Camera Quote: Tabled until the council can find out if the cameras can be expanded wirelessly if we should ever want to.
Lippart Clawitter wish list: It was decided by the council to pass up the grant opportunity this year in able to free more funds up for other projects that various groups in town have begun. The clerk will write a letter.
Resolution 2023-04 – Budget Amendment – increase spending of ARPA funds in FY 2022. Rich Jespersen moved to approve; Jon Sheehy seconded. Motion passed.
Resolution 2023-15: Acceptance of hotel donation: Motion made by Rich Jespersen to accept. Seconded and passed.
Paving bid: Rich Jespersen moved to accept the following bids: Paving from the hospital to Highway 87, $31170.00, 3rd and Johannes – excavate and haul, base course in place paving, $19782.00, pave over railroad tracks, $8206.00. Total $59158.00. Krystyl Kulbeck seconded and the motion passed.
Old Business
Community Decay: Certified letters will be sent out citing those who have not begun their clean up. Krystyl Kulbeck moved that the town should go forward with this. Danielle Weave seconded and the motion passed.
Committee Reports: None
Public Works: Nothing new to report.
• The shut off list was distributed.
• The correspondence was distributed.
• Clerk: A budget work session is scheduled for August 11.
Claims: Danielle WEaver moved to approve the claims. Krystyl Kulbeck seconded; motion passed.
General Journal Voucher: Jon Sheehy moved to accept JV 2023-02. Danielle Weaver seconded; motion passed.
