Regular Meeting
Mayor Schwarzbach called the meeting to order and the Pledge of Allegiance was recited.
Council members present: Jon Sheehy, Krystyl Kulbeck , Rich Jespersen and Danielle Weaver
Staff present: Wendy Kleinsasser, Tim LaBuda
Public: Chuck Williams, Gary Johnson, KLJ, via Zoom, Mace Mangold and Dennis Hale
Approval of Meeting Minutes: Rich Jespersen moved to approve the minutes from August. Danielle Weaver seconded. Motion passed.
Sheriff’s Report: None
Public Comment: None.
Pivot: As of now, no soil sample reports by 406 Ag.
New Pool report: Rich Jespersen reported that the “ask” from the Land and Water Grant is up to $615,000.00 and the application is almost ready. Chuck Williams presented the council with a task order for pool engineering that will have to be taken up by the pool committee for their recommendation. The task order includes project management, survey services, preliminary engineering, design, bidding assistance and construction phase assistance, as well as a proposal from Architects Alaska. A meeting will be scheduled with the pool committee.
Pool: The pool is being winterized.
KLJ: Gary Johnson updated the Council on the SCADA project. A task order was submitted to the Council. Rich Jespersen moved to approve, Jon Sheehy seconded; motion passed. KLJ is still waiting on the final letter of approval from DEQ. Gary will follow up with them.
Bear Paw Development: No one from Bear Paw was in attendance. The clerk had communicated with the Brownfield lead at Bear Paw, who said they were still waiting on funding from the federal government.
New Business
Resolution 2024-002: Budget amendment to increase machinery and equipment budget for FY 2023. Jon Sheehy moved to approve, Rich Jespersen seconded and the motion passed unanimously on a roll call vote.
Mace Mangold from WGM Engineering Group held a discussion with the Council on ways he can be of assistance to them, having been born and raised in Big Sandy.
Old Business
Community Decay: Rich Jespersen has been in contact with the county attorney, Steve Gannon, who is willing to provide his services as a prosecutor for the town, should it become necessary for a reasonable hourly rate.
Firemen’s Interlocal: The committee will meet with the firemen’s representatives to work out an Interlocal agreement.
Animal Ordinance: Danielle Weaver is still doing research on this.

Public Works: The PDW gave the Council an update on the purchase of new school zone signs and will go ahead and purchase them.
Clerk: The shut off list was distributed electronically.
The correspondence was distributed.
Claims: As the majority of claims have been received due to the Labor Day holiday, Rich Jespersen moved that the claims be approved electronically. Krystyl Kulbeck seconded and the motion passed
General Journal Voucher: Rich Jespersen moved to accept JV 2024-01. Krystyl Kulbeck seconded; motion passed.
Krystyl Kulbeck moved to adjourn. Danielle Weaver seconded and the motion passed.
