Mayor Schwarzbach called the meeting to order
Council members present Ted Pursley, Jon Sheehy, Colby Baumgarn and Darin Ray.
Staff Present: Tim LaBuda, PWD, Wendy Kleinsasser, clerk, Larry Geyer, PW
Public: A reporter from the Mountaineer, Luke LaLiberty, KLJ, Tim Uribe, KLJ, James Slayton, KLJ and Dennis Hale
Approval of Meeting Minutes: Darin Ray moved to approve the August minutes. Ted Pursley seconded. Motion passed.
Sheriff’s Report Deputy Hale reported that there have some complaints about animal parts left in barrels in a pickup parked outside the Big Sandy Meats. The clerk will get him a copy of the ordinance prohibiting this.
Pool Report: Leslie reported that the pool will close on Monday. Plans for repairs to enlarge the water pipes in the pool were discussed.
Public Comment: None
Pivot: The Mayor will contact Shane Chauvet and request that he attend the next meeting.
KLJ:
New Water Project: Luke LaLiberty reported that DEQ accepted all of the drawings. KLJ is also requesting a no cost engineering amendment. It will transfer funds from engineering to RPR. Jon Sheehy moved to approve the amendment, Colby Baumgarn seconded and the motion passed. There was also discussion about Northcentral water project about options as to the point of delivery of water from the core line to the town.
Bear Paw Development:
Water Project: Lisa Moisey presented the council with the final Rural Development. Colby Baumgarn moved to approve, Ted Pursley seconded and the motion passed.
Planning Grant: The council will conduct interviews with engineering firms on September 26 before moving forward.
Brownfield Project: No action. Colby was notified that there may be a conference call coming up.
New Business
Resolution 2020-11: Cancelling the upcoming election: Darin Ray moved to approve the resolution; Colby Baumgarn seconded and the motion passed unanimously on a roll call vote.
DLI Incident Report: The clerk passed around the report. Public Works was reminded to always call 811.
NWE Invoice for incident at school: The town will pay the invoice.
Audit Contract: We will compare the quote from WIPFLI to the one received from Denning, Downey and Associates.
Rural Development annual report: Darin Ray moved that the mayor sign the report. Colby Baumgarn seconded; motion passed.
Wayne Silvan request: Darin Ray moved to approve the request; Colby Baumgarn seconded and the motion passed.
Old Business
Water Ordinance: This will be addressed at the October meeting. It was also determined that we need to look at a sewer rate increase.
Committee Reports: None

Public Works: None.
Clerk:
* The shut off list was distributed
* The correspondence was distributed.
Claims: Colby Baumgarn moved to accept the claims presented and leave the claims open until September 10. Darin Ray seconded and the motion passed.
General Journal Voucher: Colby Baumgarn moved to approve JV 2020-02, Jon Sheehy seconded; motion passed.
Any Business to be brought before the Council: It was moved that the engineering interviews remain on September 26 and that the council be in contact with the two firms that cannot send principals via video conferencing. Jon Sheehy will look into the details to do this.
The next meeting will be held October 3.
Ted Pursley moved to adjourn, Jon Sheehy seconded. Motion passed.
