Regular Meeting
Mayor Schwarzbach called the meeting to order
Council members present: Danielle Weaver, Jon Sheehy, Rich Jespersen and Krystyl Kulbeck
Staff present: Tim LaBuda, Larry Geyer and Wendy Kleinsasser
Public: Chuck Williams, KLJ, Bill Kleinsasser, Ron Baumann, Don Pegar, Jeremy Echols, Ron & Adele Otto, Clete Ophus, Gwen Kane, Marilyn Williamson, Amber Terry, Reece Ophus, Shane Ophus.
Approval of Meeting Minutes: Rich Kespersen moved to approve the June minutes and Danielle Weaver seconded. Motion passed.
Sheriff’s Report: No report
Pivot: About one foot over left to use for irrigation.
Public Comment: None
New Pool report: Nothing new to report.
Pool: One chemical pump went out. They will camera the sewer line tomorrow.
KLJ: Work has begun on the storm drain project and they hope to have it completed by September 5th. All the materials are in place but the road fabric which may be needed. The ditch on Second St needs to be cleared and that street may be graded. They will know more by the next meeting.
Chuck Williams gave an update on the grant for the SCADA system.
NorthCentral Water: Mayor gave an update to the people present.
Bear Paw Development: No one from Bear Paw was present.
New Business
Cameras: The clerk contacted three companies to update the existing cameras, but has not heard when they will be here to give estimates. She will follow up.
Dump: The Mayor has not had time to look into this. The clerk will contact Unified Disposal and let them know that Danielle Weaver will be representing the Town on their board.
Lifeguard Pay: Rich Jespersen moved to increase the second year returning lifeguards pay by .25 retroactive to June’s payroll. As the minimum wage increased by more than that, this was missed. Krystyl Kulbeck seconded and the motion passed.
Community Decay Ordinance: There was a lot of discussion about the letters sent out. The council decided to resend the letters with the ordinance attached. There will be many more discussions on this topic. Many are willing to do what they can to clean up their properties and the Council is willing to work with them to that end.
Review of holidays: There was some confusion with staff members on whether or not Juneteenth is recognized by the town as a paid holiday, since both the bank and the post office were closed. Danielle Weave made a motion to make it a paid holiday for staff. Jon Sheehy seconded. The motion passed, with Rich Jespersen voting against it.
Old Business
Old Hotel: The clerk sent an email to Jeff Myers asking for an update on the quitclaim deed.
Mehlhoff meter: The public works director told the Council that the water was not shut off at the property, so the Town is not liable for the replacement meter.
Committee Reports: None
Public Works: Nothing new to report.
• The shut off list was distributed.
• The correspondence was distributed.
• Clerk: Working on the budget.
Claims: Jon Sheehy moved to approve the claims. Danielle Weaver seconded; motion passed.
General Journal Voucher: Krystyl Kulbeck moved to accept JV 2022-12. Jon Sheehy seconded; motion passed.
Any Business to be brought before the Council: The Mayor reported that Josh Danreuther would like to do another Skate Park fundraiser on August 6.
Rich Jespersen moved to adjourn. Danielle Weaver seconded and the motion passed.
The Council went into executive session. There was discussion about changing some of the wording on the Community Decay letters being sent, discussion about moving the tree pile and discussion about meeting with property owners on a case by case basis. Shaud and Rich will reach out to those who were present tonight. No action was taken on any of these discussion.
