REGULAR MEETING
Mayor Steve Stiles called the meeting to order.
Council members present were Colby Baumgarn, Fred Watstein and Ted Pursley.
Staff Present: Wendy Kleinsasser, Town Clerk, Leslie Greagory, Pool Manager, Connie Reichelt, pool employee and Tim LaBuda, PWD
Public: Tim Uribe, KLJ, Dennis Hale, CCSO, Bill Kleinsasser, Shane Ophus
Approval of Meeting Minutes: Ted Pursley moved to approve the minutes from the June meeting. Colby Baumgarn seconded and the motion passed
Public Comments: None
Sheriff Report: Deputy Echols is back from the Academy. Deputy Hale has spoken to the party haying the gun club area without permission and made it clear that permission must be granted before any hay can be cut. Letters will go out to both the gun club and the saddle club. Ted Pursley reported on a couple of dogs that he witnessed harassing a pedestrian. Once the owners are found they will be cited.
Wastewater Project: The final invoice from KLJ will be checked on and they will make sure the numbers are correct. That invoice will be paid with the July claims and will be at the town’s expense as all project funds have been paid out.
New Water Project: Tim Uribe of KLJ spoke with the council about funding. He spoke with Karen Sanchez at RD and they are including our application with the August pooling of funds. See attached engineers report. There was discussion about the meter issues. The town will stay with Master Meter rather than have the additional expense of new software. Mayor Stiles will get, in writing, the details from Master Meter, such as cost per unit and warrantee information
New Pool: There are FWP/LWCF funds available but the pool would have to be built on property owned by the town, not the school as is currently planned.
Brownfield Project: No action on part of Town.
Bear Paw Development: No one from Bear Paw attended the meeting.
New Business
MMIA: Council members volunteering their time are covered by MMIA as long as they are working under specific orders via the council.
Property Clean up: An ordinance needs to be written to address this issue. It was reported that on the county level, property can be condemned by the county sanitarian.
Water Fund budget amendment: Once all of the claims for June are in, the clerk will put together exactly what is needed to cover the shortfall. There will be a brief meeting to vote on the resolution.
Jet Truck: Ted Pursley moved to bid on a jet truck that is up for auction. Fred Watstein seconded and the motion passed.
Old Road Grader: Colby Baumgarn moved to have the Mayor call the party interested in purchasing it. The asking price would be in the $3,000 – $5,000 range. Ted Pursley seconded, motion passed.
Pool Manager Report: Both Leslie Gregory and Connie Reichelt gave the council an update on pool. The phone is still not working and the clerk will call Triangle again. They reported on an issue with the Box Elder School not showing up for a pre-arranged time to use the pool. Letters will be sent out next spring outlining the policy for no shows. It will also be published in the Mountaineer as this has happened when people have rented the pool for private parties.
Bear Paw Resolution 2017-01: Colby Baumgarn moved to approve the resolution to be a member of Bear Paw Development. Fred Watstein seconded and it passed unanimously in a roll call vote.
Old Business
Street repairs: No action. Waiting for Lakeside to get parts to begin crushing gravel.
Charge for Inactive/Vacant properties connected to water and sewer system: This will be addressed in the rate study done by KLJ.
Animal Ordinance: No action
Parks: No Action.
Ditch and road plans: Public Works has not had time to put together a plan.
Committee Reports: None
Mayor Report: None
Public Works: Work continues on replacing non-working meters and some street patching has been done. Tim will need to be recertified for the pool this year.
Clerk Reports:
* The shut off list was distributed
* The correspondence was distributed.
Claims: Fred Watstein moved to approve the claims Colby Baumgarn seconded and the motion passed.
General Journal Voucher. Ted Pusley moved to approve JV 2016-12. Fred Watstein seconded and the motion passed.
Any Business to be brought before the Council: None
Ted Pursley moved to adjourn. Colby Baumgarn seconded and the motion passed. The council then went into executive session to discuss personnel matters. Colby Baumgarn moved to give bonuses of $2,500 to PWD and $2,000 to the clerk. Ted Pursley seconded and the motion passed.
