Council President Colby Baumgarn called the meeting to order.
Council members present Ted Pursley, Jon Sheehy and Darin Ray. Mayor Shaud Schwarzbach was absent.
Staff Present: Tim LaBuda, PWD, Wendy Kleinsasser, clerk and Leslie Gregory, Pool Manager
Public: Lisa Moisey of Bear Paw Development, Lorrie Merrill, Sean Rabe of KLJ, Dennis Hale
Approval of Meeting Minutes: Jon Sheehy moved to approve the June minutes. Ted Pursley seconded. Motion passed.
Sheriff’s Report None
Pool Report: Leslie reported that the pool inspector was there this week and the pool was written up for too long a water turnover rate. The current pipes are just too small in diameter. For now there is little we can do. She also presented the council with information about a custom built water slide that could be built to fit exactly where the current one is. Jon Sheehy moved that Tim LaBuda will contact the company to find out what information they need and what the cost will be. Ted Pursley seconded and the motion passed.
Public Comment: None
Pivot: Public Works Director, Tim LaBuda, gave the council an update on the pivot. There alfalfa looks good and a good crop is expected. Nothing from the lawyers yet on this subject.
KLJ:
New Water Project: Sean Rabe presented the first certificate of substantial completion for signature. Jon Sheehy moved that the council president sign it. Ted Pursley seconded; motion passed.
He also presented the pay application from C&C, Change Order#6 and Engineering Amendment #4 for signature. As these have not been approved yet by Rural Development, Darin Ray moved to approve the pay app and the change order pending RD approval. In a separate motion, he moved to approve the engineering agreement pending RD approval. Jon Sheehy seconded both motions passed.
Bear Paw Development:
Water Project: Lisa Moisey presented the council with the final TSEP draw. Jon Sheehy moved that the mayor sign the paperwork.
Brownfield Project: No action.
New Business
Engineering RFQ’s: There were four submissions; KLJ, Triple Tree, DCI and MSM Group. After discussion, it was decided to postpone review and interviews until after harvest.
City Hall doors and windows: There was one bid. The clerk will scan and send to the council.
NCMRWA uniform application for funding: Ted Pursley moved that the clerk send a letter to Bear Paw Development asking for assistance with this. Jon Sheehy seconded; motion passed.
land agreement – Edwards: Jon Sheehy moved to proceed with this. Ted Pursley seconded, motion passed.
Resolution 2019-21 passed unanimously on a roll call vote and will be held for the mayor’s signature.
Resolution 2019-22 passed unanimously on a roll call vote and will be held for the mayor’s signature.
Old Business
Water Ordinance: Nothing yet from lawyers
Committee Reports: None
Mayor Report: None.
Public Works: PWD reported on the water leak near the old Sande’s convalescent home.
Clerk:
* The shut off list was distributed
* The correspondence was distributed.
Claims: Ted Pursley moved to accept the claims. Darin Ray seconded and the motion passed.
General Journal Voucher: Ted Pursley moved to approve JV 2019-12, Darin Ray seconded; motion passed.

Ted Pursley moved to adjourn, Jon Sheehy seconded. Motion passed.
