REGULAR MEETING
Mayor Steve Stiles called the meeting to order.
Council members present were Colby Baumgarn, Shaud Schwarzbach,Ted Pursley and
Darin Ray.
Staff Present: Wendy Kleinsasser, Town Clerk and Tim LaBuda, PWD, Leslie Gregory, pool manager
Public: Hilary Page, Jim Trepina, Dennis Hale
Approval of Meeting Minutes: Colby Baumgarn moved to approve the minutes from the May meeting. Ted Pursley seconded, motion passed.
Public Comments: Jim Trepina addressed the council concerning several unimproved lots owned by his family on the north edge of town. He had concerns about paying the lighting and law enforcement assessments and would like them removed from the taxes. He also wondered if it is possible to secede from the town to avoid paying them. Discussion followed, with Shaud Schwarzbach noting that the town would benefit from the development of these parcels and Mayor Stiles commenting that infrastructure costs need to be spread evenly among the residents. This topic will be included in next months agenda.
Hilary Page/Website: The website is up and running and training for the clerk will take on June 15th. Her final invoice has been submitted.
Sheriff Report: Deputy Hale reported on recent thefts in the area.
New Water Project: The loan/grant package is still in DC waiting for final approval at that level. The Town will be entering in a preliminary contract with TSEP that just says that we will continue if the money is approved. Shaud Schwarzbach moved that Mayor Stiles sign the contract; Darin Ray seconded, motion carried.
New Pool: No action. Leslie Gregory gave the council an update on the current pool.
Bear Paw Development/Brownfield Project: No action.
New Business
Employee Health Insurance: There will be no commitment on the part of the Town to cover the 3.9% increase until the budget has been passed.
Haying Request: The Council approved Rod Courtnage’s written request to hay town property. Ted Pursley made the motion, Shaud Schwarzbach seconded and the motion carried.
Noxious Weed/pest ordinance: Mayor Stiles brought up the matter of passing an ordinance that states that property must be mowed and free of noxious weeds, with the town hiring someone to mow overgrown properties and charging the property owner. This will be under discussion at future meetings.
TTC Connected Community Challenge: The council suggested setting up a video conferencing center using the grant money. The clerk will check with TTC about this and complete the stakeholder list.
MDOT Rest Area: MDT will take under consideration improvements to the rest area. Suggestions included security cameras, updated hand dryers, high quality interior paint.
NCMRWA nominated capacity review: Shaud Schwarbach moved it be left as it is; Colby Baumgarn seconded; motion passed.
Old Business
Charge for Inactive/Vacant properties connected to water and sewer system: Discussion, no action
Ditch and road plans: Discussion about possibly renting an asphalt zipper and redoing the paved streets. No action
Road repair near grade school: Begin cleaning up the old broken pavement and start bringing in base gravel.
Committee Reports: None
Mayor Report: Mayor Stiles received plans for another airport expansion but would like to discuss the plans with the engineer before signing off on them.
Public Works: PWD LaBuda updated the council on work that is being done around town.
Clerk Reports:
* The shut off list was distributed
* The correspondence was distributed.
Claims: Shaud Schwarbach moved to accept the claims, including the TTC and NWE claims not yet received provided they are in line with what is normally charged this time of year. Ted Pursley seconded; motion passed
General Journal Voucher. Colby Baumgarn moved to approve JV 2017-010Shaud Schwarzbach seconded, motion passed.

The next regular meeting will be held July 13.

The Council went into executive session. Colby Baumgarn moved to give the Town Clerk a $1500.00 bonus; Darin Ray seconded; motion passed.
