Wednesday, June 22, 2022 @ 7:00 PM
Regular Meeting

Mayor Schwarzbach called the meeting to order

Council members present: Danielle Weaver, Jon Sheehy, Rich Jespersen and Krystyl Kulbeck

Staff present: Larry Geyer and Wendy Kleinsasser

Public: Colby Baumgarn and Chuck Williams, KLJ

Second Reading of Ordinance 2021-01: There was no further public comments. Rich Jespersen moved to pass the ordinance. Jon Sheehy seconded and the motion passed unanimously.

Approval of Meeting Minutes: Jon Sheehy moved to approve the May minutes and Krystyl Kulbeck seconded. Motion passed.

Sheriff’s Report: No report

Pivot: Larry Geyer reported that Tim replaced some nozzles on the pivot.

Public Comment: None

New Pool report: Rich Jespersen reported that the Land and Water grant has been kicked back to the committee. They need more information and need a report from a biologist regarding wetlands and endangered species in the area that the pool will be located. Rich has been in contact with a Fish and Parks biologist in Havre. They also need the interlocal agreement with the school to be in place.

Pool: There is an issue with the sewer at the pool and Lakeside is coming next week to do the repairs. The pool can still be used as long as there is running water for handwashing and showering. Two Porta Potties will be set up. The clerk checked with the county sanitarian and it is fine as long as this is a temporary fix and we continue to have water available.

KLJ: The SWPP (storm water pollution permit) has finally come through. ACME is updating the construction schedule. The council asked that Chuck ask them to come to town and update the businesses on Johannes Avenue. A start date is tentatively set for July 5th. The project sign has been submitted for approval. No updates on the competitive grant for the SCADA system, other than the Governor is expected to approve them soon.

NorthCentral Water: See new business item below.

Bear Paw Development: No one from Bear Paw was present.

New Business

Prior to the start of new business, Mayor Schwarzbach, on behalf of the Council, presented Colby Baumgarn with a 17 plaque in appreciation for his years of serving on the town council.

Cameras: The clerk will contact TTC, Alert Security and Northwest Security for bids.

Dump: Tabled until the next meeting.

Ordinance 2021-01: Rich Jespersen and Larry Geyer did a drive around and compiled a list of properties that will be notified that there are issues on that property. Krystyl Kulbeck approved the list and Jon Sheehy seconded. The motion passed.

Bond Resolution: Rich Jespersen moved to approve Resolution 2022-17, a supplemental resolution relating to water revenue bonds. Danielle Weaver seconded and the motion passed unanimously on a roll call vote.

Door to Sheriff’s office: The door does not latch well. The clerk will have someone come look at it.

Old Business

Old Hotel: Jeff Myers returned the wrong quitclaim deed. Also there is other information needed to complete the transfer. The clerk contacted Mr. Myers via email to let him know that she was sending the correct quitclaim deed and that the town needs the other information. The correct claim was mailed last Tuesday. It was also noted that the Council will be sending a thank you letter to Mr. Myers once the transaction is complete.

Mehlhoff meter: The mayor will speak with public works director for details.

Committee Reports: The clerk will be attending a Bear Paw Development Board meeting on June 23.

Public Works: Nothing new to report.
• The shut off list was distributed.
• The correspondence was distributed.

Clerk: No shut offs this month! Also, tax lien letters are ready to be sent out.

Claims: Due to quorum problems the claims needed to be approved via email. Krystyl Kulbeck moved to approve the claims, Jon Sheehy seconded and the motion passed

General Journal Voucher: Jon Sheehy moved to accept JV 2022-11. Rich Jespersen seconded; motion passed.

Any Business to be brought before the Council: Mayor Schwarzbach spoke to the council about hiring a person to help with park maintenance for the summer.

Rich Jespersen moved to adjourn. Jon Sheehy seconded and the motion passed.
