REGULAR MEETING
Mayor Shaud Schwarzbach called the meeting to order.
Council members present were Colby Baumgarn, Jon Sheehy and Ted Pursley.

Public: Lorrie Merrill, Leslie Gregory, Dennis Hale
Approval of Meeting Minutes: Colby Baumgarn moved to approve the minutes from the previous meeting, Ted Pursley seconded, motion passed.
Public Comments: Lorrie Merrill asked if there was enough in the budget to fix the streets after the harsh winter & if the Town was going to do that? The mayor replied the Town does have the budget & will fix them as soon as the snow clears.
• Lorrie Merrill also asked if there was a plan for the flowers in the park. Possibly talk to the Rotary Club & the Town would pay for the flowers.
• Lorrie Merrill also asked about a different design for the walking path, instead of on the outskirts of town, move it to town, making a safe route for kids. Sthe mayor mentioned a conference he was going to attend .Michele Turville said possible funding options could include Safe Routes to Schools or the TAP program through the DOT.
Sheriff Report: None
New Water Project: KLJ Amendment #1 – provide additional design services for the bulk station relocation for additional $20,750. Ted made a motion to approve, Colby seconded; approved unanimously.
KLJ Amendment #2 – provide archaeological monitoring & prepare report for RD THPO requirement for additional $5,500. Colby made a motion to approve, John seconded; approved unanimously.
TSEP Draw Request #1 – Michele Turville presented TSEP Draw Request #1 for $90,198.91 to pay for engineering design services. John made a motion to approve, Ted seconded; approved unanimously.
Bear Paw Development/Brownfield Project: The buy/sell was discussed. All agreed to send it to town attorney to review.
New Business
Heather Wolery requested the Council approve their new house hook up to the Town water system, but due to cost (both individual & Town), they be allowed to install a septic system. After much discussion, Colby made the motion to approve hooking up to the Town’s water system and installing a septic system pending County Sanitarian approval and the owners sign an agreement if sewer services were to ever become available at the property, they would have to hook up (attach it to the property), Ted seconded; approved unanimously.
Leslie Gregory informed the Council the winter tarp for the pool needed to be replaced this year. Ted made the motion to approve, John seconded; approved unanimously. Leslie reported they will need new summer tarps with stands and to replace all four ladders next summer. It was recommended the swim team could raise some money, submit an application to the Lippert Foundation and use the Park Trust fund to pay for these items. Leslie also reported the outside of the pool house and the doors need to be painted. Additionally, Connie has received multiple calls about people from out of town wanting to take swimming lessons. Connie would like to have Lainey help with lessons to accommodate the additional people. After much discussion, the Council stressed swimming lessons were a priority. Discussion was also held regarding lifeguards being on duty during swim team practice due to safety issues
Resolution 2018-12: RD loan resolution: Colby moved to approve, John seconded; approved unanimously on a roll call vote.
Yearly Certification of roadway mileage: according to the map provided, the Town of Big Sandy has 14.168 miles of roadway. After discussion, Ted made a motion to approve, John seconded; approved unanimously.
RD forms for signature: Michele Turville explained the form needed by RD for the water project. Colby made the motion to allow the Mayor to sign, Ted seconded; approved unanimously.
Old Business
Charge for Inactive/Vacant properties connected to water and sewer system: There will be a work meeting at 6 p.m. on March 6 to work on this.

Mayor Report: None
Public Works: Larry Geyer passed his water operator certification test. He will go to Helena soon to take the wastewater operator test. The heaters and water are on in the rest area and it should be open soon.
Clerk:
* The shut off list was distributed
* The correspondence was distributed.
Claims: Colby Baumgarn moved to accept the claims. Ted Pursley seconded; motion passed.
General Journal Voucher: Colby Baumgarn moved to approve JV 2018-09. Ted Pursley seconded, motion passed.
