Mayor Schwarzbach called the meeting to order.
Council members present Colby Baumgarn, Jon Sheehy, Darin Ray and Ted Pursley.
Staff Present: Tim LaBuda, PWD, Larry Geyer, Public Works, Wendy Kleinsasser, clerk

Approval of Meeting Minutes: Colby Baumgarn moved to approve March meeting minutes, as well as the work session minutes, pending a correction of who attended. Jon Sheehy seconded and the motion passed.

New Water Project: No report
Bear Paw Development:
Water Project: Nothing new
Brownfield Project: No action.
Pivot: Chauvet Ranch would like a formal motion spelling out the terms of the three year study period, which would include compensation from the town to the ranch. The Council determined that an agreement, between the town and the Chauvet Ranch, be drawn up by the Town’s attorney. This would spell out the details of responsibility for each party for a three year study period, provided the guidelines given by Dr. James Bauder be followed. Colby Baumgarn moved that the clerk contact the Town’s attorney, send him all information about the issue, and request he draw up an agreement for the Council to look over. Ted Pursley seconded and the motion passed.
New Business
MDT map: Colby Baumgarn moved that the Mayor sign the map; Jon Sheehy seconded; motion approved.
MMIA insurance renewal: There will be an 8% increase in employee health insurance premiuim. Darin Ray moved that the town increase their share from $375.00 to $405.00. Ted Pursley seconded; motion approved.
Dr. Bauder contract: Dr. Bauder sent a scope of work to the Council, outlining his guidelines for the pivot. Darin Ray moved that the mayor sign the contract. Ted Pursley seconded and the motion passed.
Resolution 2019-15, Budget Amendment increasing revenues to fund 4000: Colby Baumgarn moved to approve the resolution, Ted Pursley seconded and it passed on unanimously on a roll call vote.
Old Business
Water Ordinance: The Clerk has been gathering property ownership information, with regard to charging for inactive properties. A question has arisen regarding charges for unimproved lots. The Council decided that Dan Semmens at Dorsey Whitney be consulted and the Clerk will contact him to set up a conference call.
Bobcat: The Town took delivery on the Bobcat, purchased from Tilleman Equipment.
Committee Reports: None
Mayor Report: The Mayor included updates to Northcentral Montana Regional Water during the pivot discussion. It looks good for completion in 3-5 years.
Public Works: None
Clerk:
* The shut off list was distributed
* The correspondence was distributed.
Claims: Colby Baumgarn moved to accept the claims. Ted Pursley seconded and the motion passed.
General Journal Voucher: Colby Baumgarn moved to approve JV 2019-09, Jon Sheehy seconded; motion passed.

Darin Ray moved to adjourn. Ted Purlsey seconded. Motion passed.
