Town of Big Sandy, Montana City Council Minutes

REGULAR MEETING

Mayor Shaud Schwarzbach called the meeting to order.

Council members present were Colby Baumgarn, Darin Ray, Jon Sheehy and Ted Pursley.

Staff Present: Wendy Kleinsasser, Town Clerk, Larry Geyer, Public Works

Public: Brad Moore, Adele Otto, Ron Otto, Lorrie Merrill, Luke LaLiberty, Tim Uribe, Bill Kleinsasser, Steve Stiles, Cheri Stile

Approval of Meeting Minutes: Colby Baumgarn moved to approve the minutes from March 15 and March 21. Jon Sheehy seconded, motion passed.

Public Comments and Presentation: Lorrie Merrill and Brad Moore thanked the public works staff for their hard work with snow removal.

Mayor Schwarzbach presented former mayor Steve Stiles with a plaque and a proclamation, thanking him for his work as mayor.

Sheriff Report: None

New Water Project: Tim Uribe gave the council an update (see attached) on the water project. The TSEP funding should be in place soon. Moving the bulk water station to the area near the fire hall on the edge of town as the current one that needs updating sits on the BN right of way and this could slow the process of updating it. Darin Ray moved to go to the next fire department meeting and consult with them before making a decision. Colby Baumgarn seconded; motion passed.

Luke LaLiberty of KLJ reported on the discharge permit, which should be here soon. He also went through the list of recommendations by Dr. Bauder on the salinity issue in the field where the pivot is located. (see attached). Jon Sheehy moved to forward the recommendations to Shane Chavet, the landowner, and Darin Ray seconded. Motion passed.

Bear Paw Development/Brownfield Project: No report

New Business

Committee Assignments: Ted Pursley moved the following committee assignements. Jon Sheehy seconded, motion passed. Darin Ray – water and sewer; Jon Sheehy – Police; Colby Baumgarn – Parks and Pool; Ted Pursley – Streets.

Pollution coverage – the town will decline coverage

Crime coverage –Darin Ray moved to sign the application; Colby Baumgarn seconded, motion passed

TSEP contract signatures: Jon Sheehy moved that the mayor sign the TSEP contract. Ted Pursley seconded and the motion passed.

Old Business

Charge for Inactive/Vacant properties connected to water and sewer system: There will be a work meeting at 6 p.m. on March 6 to work on this.

Committee Reports: None

Mayor Report: None

Public Works: None

Clerk:
* The shut off list was distributed
* The correspondence was distributed.

Claims: Colby Baumgarn moved to accept the claims. Ted Pursley seconded; motion passed.

General Journal Voucher: Colby Baumgarn moved to approve JV 2018-08. Ted Pursley seconded seconded, motion passed.

Any Business to be brought before the Council:

Ted Pursley moved to adjourn, Colby Baumgarn seconded; motion passed.
