The Pledge was recited and Mayor Schwarzbach called the meeting to order.
Luke LaLiberty of KLJ gave some background on what the PER covers, the need for it and explained how it was done with funding from TSEP and DNRC grants. Krista Hanson gave a presentation on the potential project, with three alternatives:
1. No action.
2. Install new trunk line down Main Street and concrete median with inlets.
3. Crown Main Street and provide new trunk line and inlets at intersections.
A cost analysis of each alternative was also presented, crowning Main Street being the more expensive option. There was discussion about the impact would be to the ditches that move the water out of town. There was also discussion of extending the system to Third, if not Fourth Street.
The Environmental Impact Statement was reviewed. The EA finds no adverse impacts.
It was determined that KLJ would make some additions to the draft PER and a date of April 2, 2020, was selected for the second public hearing.
