REGULAR MEETING
Council President Colby Baumgarn called the meeting to order.
Council members present were Shaud Schwarzbach, Fred Watstein and Ted Pursley. Mayor Stiles was out of town and could not attend.
Staff Present: Wendy Kleinsasser, Town Clerk, Tim LaBuda
Public: Hilary Page, Karma Hale
Approval of Meeting Minutes: Shaud Schwarzbach moved to approve the minutes from the November meeting. Ted Pursley seconded, motion passed.
Public Comments: The City Hall cleaning person, Karma Hale, addressed the council about members of the public who were using the city hall rest rooms on a regular basis and leaving them extremely dirty. She asked if locks could be installed and the bathrooms locked when no one is present at city hall. After discussion it was decided that Public Works would purchase locks and the doors would be locked.
Hilary Page/Website: Ms. Page updated the council on her progress with the web page. There will be a brief training session for the council members to go over using the new e-mail system on Wednesday, February 15, at 6:00 p.m.
Sheriff Report: None.
New Water Project: Nothing new.
New Pool: Shaud Schwarzbach updated the council on the latest information regarding the pool. It will go to a public vote in June, or possibly earlier. The interlocal agreement is still pending and will need to be finalized soon. Discussion followed regarding a special improvement district be set up to fund the O&M costs.
Bear Paw Development/Brownfield Project: No action
New Business
Chouteau County DES: No one showed up. Ted Pursley moved that the clerk add information to the water bill cards for the next couple of months, but no special mailing will take place. Fred Watstein seconded, motion passed.
Resolution 2017-09 – Surplus Property Program: Ted Pursley moved to approve the resolution. Fred Watstein seconded and the motion passed unanimously on a roll call vote. Shaud Schwarzbach moved that public works look into purchasing a reversible snow plow which is up for auction. Ted Pursley seconded, motion passed.
Old Business
Charge for Inactive/Vacant properties connected to water and sewer system: Discussion, no action
Ditch and road plans: No action
Source Water report: See above
Committee Reports: None.
Mayor Report: None
Public Works:. Tim LaBuda would like to purchase the old jetting truck. He will find out the scrap value and report to the council.
Clerk Reports:
* The shut off list was distributed
* The correspondence was distributed.
Claims: Fred Watstein moved to approve the claims; Shaud Schwarzbach seconded; motion passed.
General Journal Voucher. Shaud Schwarzbach moved to approve JV 2017-07. Ted Pursley seconded, motion passed.
Any Business to be brought before the Council: Colby Baumgarn told the council that the town would host a Fourth of July celebration again this year, as the Fourth falls on a Tuesday and more people will be in town. Fred Watstein offered his services two days a week to help PWD with meter replacement and other general work that needs to be done.
Ted Pursley moved to adjourn, Shaud Schwarzbach seconded; motion passed.
