REGULAR MEETING
Council President Colby Baumgarn called the meeting to order.
Council members present were Shaud Schwarzbach, Darin Ray and Ted Pursley.
Staff Present: Wendy Kleinsasser, Town Clerk, Tim LaBuda, PWD and Larry Geyer, PW
Public: Anne Booth, Lorrie Merrill, Samantha Chagnon, Christine Hileman, Paul Tuss, Melanie Schwarzbach, heather Woolery, Thomas Dilworth, Trevor Wilkerson, Del Simon.
Approval of Meeting Minutes: Shaud Schwarzbach moved to approve the minutes from the
November meeting; Ted Pursley seconded, motion passed.
Public Comments: None
Sheriff Report: None
New Water Project: Tim Uribe of KLJ sent the council a project status update. (see attached)
Bear Paw Development/Brownfield Project: Sammie Chagnon and Christine Hileman updated the council on the Four Way Fuel Brownfield project. A $350,000.00 subgrant has been accepted. Clean up could start this spring. There will be ongoing costs but DEQ has said it has funds to cover those costs. Once all of the funding is in place (still waiting on a waiver to spend more than $200,000.00 which is the upper cap of spending per project), the town will have to take ownership of the property before the project can move forward.
The town is expected to provide 20% in “in-kind” work, such as the actual demolition of the building and hauling the contaminated soil out.
New Business
Triangle Telephone check presentation: Anne Booth of TTC presented the council with a Community Connected grant check for $2500.00. The top priority for these funds is to equip a video conferencing center at city hall.
Shaud Schwarzbach was sworn in as mayor. He will serve until the next municipal election cycle, which is in 2019.
There was discussion about filling the vacant council seat. This will be mentioned in the paper and a sign put in the window at city hall.
Discharge Permit: The town needs to reestablish the lagoon discharge permit. There are two options, but option 1 was recommended as the best way for the town to go. The allows the town to discharge any month but July, August and September. It is easier to apply for and the cost is $1200.00 for DEQ review of the permit and an annual renewal fee for $850.00. It is also good for a 5 year period. Ted Pursley moved to go with the Option 1, Shaud Schwarzbach seconded, motion passed
Old Business
Charge for Inactive/Vacant properties connected to water and sewer system: There will be a work meeting at 8 p.m. on January 18 to work on this.
Committee Reports: None
Mayor Report: The staff Christmas party was scheduled for January 27.
Public Works: Public works will look into repairing the Durango.
Clerk:
* The shut off list was distributed
* The correspondence was distributed.
Claims: Colby Baumgarn moved to accept the claims. Ted Pursley seconded; motion passed.
General Journal Voucher. Colby Baumgarn moved to approve JV 2018-05 -04. Darin Ray seconded, motion passed.
Any Business to be brought before the Council:
Ted Pursley moved to adjourn, Colby Baumgarn seconded; motion passed.
The council went into executive session, where Darin Ray moved to give the clerk a Christmas bonus of $2500.00 and the assistant Public Works Director one of $1000.00.
