Regular Meeting
Mayor Schwarzbach called the meeting to order and the Pledge of Allegiance was recited.
Council members present: Jon Sheehy, Krystyl Kulbeck , Rich Jespersen and Danielle Weaver
Staff present: Wendy Kleinsasser
Public: Luke LaLiberty, KLJ, via zoom. Lorrie Merrill and Kim Bengston
Approval of Meeting Minutes: Krystyl Kulbeck moved to approve the October meeting minutes. Danielle Weaver seconded and the motion passed.
Sheriff’s Report: None
Public Comment: None.
Pivot: As of now, no soil sample reports by 406 Ag.
New Pool report: Rich Jespersen told the rest of the Council that he resigned a co-chair of the new pool committee, leaving Diana LaBuda as sole chair. The Land and Water conservation grant application has been passed onto the national level and they should hear the results in March. Mayor Schwarzbach will contact Diana to reschedule a meeting for the committee.
KLJ: Luke LaLiberty updated the Council on the SCADA project. DEQ confirmed that they have the plans for review.
On the matter of the wastewater discharge, Luke told the Council that BOD (biologic oxygen demand) level is too high and he will check again with DEQ to find out how much testing should be done for the readings to be realistic, then submit the results.
Bear Paw Development: No one from Bear Paw was in attendance.
New Business
Kim Bengston would like to approach businesses in Big Sandy about putting ad benches at their businesses. Jon Sheehy moved to approve the request. Rich Jespersen seconded; motion passed.
Old Business
Community Decay: Rich Jespersen wrote a citation for one property owner. He made a motion to send the letter and Krystyl Kulbeck seconded the motion; motion passed. Two other property owners were discussed and Rich Jespersen moved to reissue a citation to one. Jon Sheehy seconded; motion passed. He moved to send a citation to the other one. Krystyl Kulbeck seconded; motion passed. The county sanitarian was in Big Sandy checking on a property and will meet with the county attorney to discuss the property.
Firemen’s Interlocal: The committee is meeting with Pete Jerrell this week
Animal Ordinance: Danielle Weaver is still doing research on this.

Clerk: The shut off list was distributed electronically.
The correspondence was distributed.
Claims: Rich Jespersen moved to accept the claims; Krystyl Kulbeck seconded; motion passed.
General Journal Voucher: Rich Jespersen moved to accept JV 2024-04. Jon Sheehy seconded; motion passed.
Rich Jespersen moved to adjourn. Danielle Weaver seconded and the motion passed.
