Regular Meeting
Mayor Schwarzbach called the meeting to order.
Council members present: Colby Bahnmiller and Rich Jespersen in person. Jon Sheehy and Darin Ray via Zoom
Staff Present: Tim LaBuda and Larry Geyer, Public Works and Wendy Kleinsasser, clerk.
Public: Pat Matthew, in person, James Slayton, KLJ and Nick Peet via Zoom
Approval of Meeting Minutes: Rich Jespersen moved to approve the October minutes. Colby Baumgarn seconded and the motion passed.
Sheriff’s Report None
Pivot: Jon ran into Shane Chauvet and they plan to meet next week.
Pool Report: Rich reported that several grant applications have been submitted and they are beginning to contact people for donations.
Public Comment: None.
KLJ: James Slayton, KLJ, working on behalf of the Northcentral Montana Regional Water Authority, spoke to the council about the purchase of a small piece of land to build a metering building at the last meeting. Mayor Schwarzbach asked about having the water treatment building built there which would include metering. This would eliminate the need to send the water across the highway and the swamp to be treated. Mr. Slayton sent out confirmation and a motion was made by Rich Jespersen to move forward selling the .33 acre for $4,000.00. Darin Ray seconded, motion passed. Mr. Slayton will set up the closing. The clerk will look into how to record the income.
Bear Paw Development: The clerk will contact BPD about the CIP. They are still working on what is possible with the old hotel.
New Business
Signature for credit card fee: Colby Baumgarn moved that the mayor sign the agreement with Certified Payments to purchase a credit card reader.
Old Business
School bus pick up zones and street flow: Pat Matthew has gotten nowhere with the school on changing anything. Council member Rich Jespersen observed at both schools and stated he felt that the school needs to enforce the rules. He and Mayor Schwarzbach will attend the next school board meeting and request the board to take some action on this issue.
Water Ordinance: Rich Jespersen made a motion to approve the $3,500.00 cost of legal advice. Colby Baumgarn seconded and the motion passed
Committee Reports: None
Mayor Report: None.
Public Works: Public works updated the council on what they have been working on.
* The shut off list was distributed
* The correspondence was distributed. The town received a buyout offer on the Triangle Telephone Cooperative. The council decided to leave things as they are.
Claims: Colby Baumgard moved to accept the claims. Rich Jespersen seconded and the motion passed.
General Journal Voucher: Colby Baumgarn moved to approve JV 2021-04, Jon Sheehy seconded; motion passed.
Any Business to be brought before the Council: Nick Peet asked the council several questions regarding the Junk Ordinance. He will access it at the town’s website to go over the details.
The next meeting will be held on December 10. It will be conducted online via Zoom.
Rich Jespersen moved to adjourn. Colby Baumgarn seconded, motion passed.
