Town of Big Sandy, Montana City Council Minutes

Thursday, November 10, 2022 @ 7:00 PM
Regular Meeting

Mayor Shaud Schwarzbach called the meeting to order.

Council members present: ,Rich Jespersen, Jon Sheehy and Krystyl Kulbeck.

Staff present: Wendy Kleinsasser, Tim LaBuda

Public: Dennis Hale, CCSO, Vern Burdick CCSO,, Luke LaLiberty, KLJ, Gary Johnson, KLJ in person. Julea Robbins, BPDand Clint Browning, Verkada, joined via Zoom.

Approval of Meeting Minutes: Krystyl Kulbeck moved to approve the minutes from October, as amended. Rich Jespersen seconded. Motion passed.

Sheriff’s Report: None

Pivot: Shane Chauvet would like to meet with 406 Ag to discuss salinity issues.

Public Comment: None

New Pool report: The interlocal agreement is on the next school board meeting agenda

KLJ: Luke LaLiberty reported on the storm drain project which is substantially complete. There was a discussion about the ups and downs of the project. There are still culverts that need to be updated.

NorthCentral Water: Shaud Schwarzbach will attend the next meeting and report to the council at the December meeting.

The SCADA project will be a two part project: the chemical feed and upgrading the telemetry. Total for the project will run about $120,000.00 with $22,000.00 in engineering costs. Rich Jespersen moved to approve the task order. Jon Sheehy seconded and the motion passed.

Bear Paw Development: Julea Robbins submitted a draw request for approval. Rich Jespersen moved to approve it; Krystyl Kulbeck seconded. Motion passed. Jon Sheehy moved to approve the request to the County for their share of the funding. Rich Jespersen seconded. Motion passed.

New Business

AFR contract: Rich Jespersen moved to approve the contract. Krystyl Kulbeck seconded. Motion passed.

Dirt Pile at Methodist church: They have requested help in removing a large dirt pile. Tim LaBuda agreed to help them out.

Citation Book: Rich Jespersen moved that the citation book be kept in the town office. Krystyl Kulbeck seconded and the motion passed. There was discussion with Sheriff Burdick and Deputy Hale about the process of citing violators of the Community Decay Ordinance.

Old Business

Community Decay: Rich Jespersen reported on progress being made around town and who he has had an opportunity to talk to regarding their property. He went through the list of those who had been issued warning and reported on where they were in the process. Rich Jespersen moved that two citations will be send out with a court date on the citation. Jon Sheehy seconded; motion passed. Rich Jespersen moved that three new potential violation letters be sent out. Krystyl Kulbeck seconded; motion passed. The clerk will send thank you letters to those who have done their clean up as well as a thank you and gift certificate to a member of the public who has been helping Rich was approved with Rich Jespersen making the motion and Krystyl Kulbeck seconded.

Cameras: Clint Browning Verkada Camera Systems, spoke with the council via Zoom regarding security cameras. He will be in Montana when the council meets on December 8th and will give a presentation of their product

Committee Reports: None

Public Works: None
• The shut off list was distributed.
• The correspondence was distributed.

Clerk: The shut off list had been sent electronically.

Claims: Krystyl Kulbeck moved to approve the claims. Jon Sheeehy seconded; motion passed.

General Journal Voucher: Jon Sheehy moved to accept JV 2023-04. Rich Jespersen seconded; motion passed.

Any Business to be brought before the Council: It was suggested that the town hold a Christmas party sometime in January.

Rich Jespersen moved to adjourn. Jon Sheehy seconded.
