Regular Meeting
Mayor Schwarzbach called the meeting to order and the Pledge of Allegiance was recited.
Council members present: Jon Sheehy, Krystyl Kulbeck , Rich Jespersen and Danielle Weaver
Staff present: Wendy Kleinsasser
Public: Chuck Williams, Gary Johnson, and Chuck Williams, all from KLJ via Zoom, Sara Strissell, BPD, via Zoom and Lorrie Merrill from the Mountaineer.
Approval of Meeting Minutes: Rich Jespersen moved to approve all three sets of minutes from September. Rich Jespersen seconded; motion passed
Sheriff’s Report: None
Public Comment: None.
Pivot: As of now, no soil sample reports by 406 Ag.
New Pool report: A meeting is being planned between the pool committee and KLJ.
KLJ: Gary Johnson updated the Council on the SCADA project. Luke is working on the discharge permit and once Public Works has all the testing completed the permit should be revised. Also, KLJ is submitting the Storm Drain project for an excellence award.
Bear Paw Development: Sara Strissell from Bear Paw Development attended the meeting via Zoon and updated the Council on the brownfield funding for cleaning up the old hotel site. She has submitted an eligibility form to DEQ to bypass phase one and is hoping that when the funding comes through we will be able to move directly to clean up.
New Business
Resolution 2024-015 – Wage rates: Rich Jespersen moved to approve the resolution setting wage rates for FY 24, Danielle Weaver seconded and the motion passed unanimously on a roll call vote.
Old Business
Community Decay: Rich Jespersen has not heard from Steve Gannon.
Firemen’s Interlocal: The committee will meet with the firemen’s representatives to work out an Interlocal agreement.
Animal Ordinance: Danielle Weaver is still doing research on this.
Committee Reports: None
Mayor: The mayor reported that Rotary is interested in putting in a skating rink either near the grade school or near the new pool site.
Public Works: The PDW gave the Council an update on the purchase of new school zone signs and will go ahead and purchase them.
Clerk: The shut off list was distributed electronically.
The correspondence was distributed.
Claims: Krystyl Kulbeck moved to accept the claims; Danielle Weaver seconded; motion passed.
General Journal Voucher: Rich Jespersen moved to accept JV 2024-03. Krystyl Kulbeck seconded; motion passed.
Rich Jespersen moved to adjourn. Krystyl Kulbeck seconded and the motion passed.
