Mayor Schwarzbach called the meeting to order
Council members present Ted Pursley, Jon Sheehy, Colby Baumgarn and Darin Ray.
Staff Present: Tim LaBuda, PWD, Wendy Kleinsasser, clerk, Larry Geyer, PW
Public: Austin Genereux, Lisa Moisey, BPD and Dan Richardson, KLJ
Approval of Meeting Minutes: Darin Ray moved to approve both the Budget Hearing minutes and the regular minutes from September. Jon Sheehy seconded. Motion passed.
Sheriff’s Report None.
Public Comment: None
Pivot: Shane Chauvet spoke to the council regarding the pivot. There were 160 bales produced, yielding 2.25 tons of hay, which he felt was below what he should have gotten. He advocated changing from alfalfa to a salt tolerant grass. Mayor Schwarzbach suggested setting up a meeting with the council and Shane just to discuss this subject. It was scheduled for October 16 at 6 p.m. The mayor will contact Dr. Bauder prior to the meeting. They will try to get soil samples collected this fall.
KLJ:
Bear Paw Development:
Planning Grant: Lisa Moisey requested the mayor’s signature on the DNRC grant. He signed it and she will send it in before the deadline. If this grant is awarded to the town, we will be able to have the planning grant for the storm drain project done at no cost to the town.
Brownfield Project: Lisa spoke with Sammy at BPD. She will contact the council when they have more information from the county.
New Business
Gravel: The town will purchase gravel to resurface a total of 15 blocks at a cost of $17,250.00. The town will pay half of it up front. With all the fall work that public works has lined up, this project may not start until spring.
Old Business
Water Ordinance: The clerk’s report from her conversation with Dorsey Whitney was discussed. She will look into the possibility of having a special election and what all that would entail.
Engineering contract: Colby Baumgarn moved that we accept KLJ’s proposal. Ted Pursley seconded, provided KLJ agree to a one year review and that they agree that the town can terminated the agreement after that for any reason. Colby and Ted voted in favor, Jon Sheehy and Darin Ray voted nay. Mayor Schwarzbach broke the tie in favor of accepting KLJ’s proposal.
Computer bid: Ted Pursley moved that the town accept the bid from Office Equipment, provided that this is exactly what we need going forward. Jon Sheehy seconded; motion passed
Committee Reports: The mayor gave an update on the NorthCentral water project.
Mayor Report: The mayor asked the clerk to forward the bill from NorthWestern Energy to the school prior to their board meeting on Tuesday.
Public Works: The RV dump is progressing and they are still checking out various ways to fix the pool.
Clerk:
* The shut off list was distributed
* The correspondence was distributed.
Claims: Colby Baumgarn moved to accept the claims presented and leave the claims open until October 10. Jon Sheehy seconded and the motion passed.
General Journal Voucher: Colby Baumgarn moved to approve JV 2020-03, Jon Sheehy seconded; motion passed.
Any Business to be brought before the Council: Patty Pegar sent a request to close off Main street for Trunk or Treat. The request was approved.
Colby Baumgarn moved to adjourn, Darin Ray seconded. Motion passed.
