Regular Meeting
Mayor Schwarzbach called the meeting to order.
Council members present: Colby Baumgarn, Jon Sheehy, Rich Jespersen and Krystyl Kulbeck.
Staff Present: Larry Geyer, Public Works and Wendy Kleinsasser, clerk.
Public: Lorrie Merrill, Sarah Strissel and Chuck Williams, KLJ via zoom. Dana Dalaney was present in person.
Approval of Meeting Minutes: Colby Baumgarn moved to approve the minutes from both the September 9th and September 15th meetings. Rich Jespersen seconded and the motion passed.
Sheriff’s Report: none
Pivot: Nothing new
Public Comment: None
New Pool report: Rich Jespersen gave and update. Due to tax advice to some large donors, some donation will need to go through the Big Sandy School Foundation’s 501c3. Rich spoke to someone from the Browning Kimball Foundation, who would like to become involved in the project. A Memo of Understanding between the school and the Town will be on the next school board agenda.
KLJ: Storm Drain project: Chuck went through the update and details. Plans are nearly completed and it is hoped to put the project out for bid
City Hall Improvements: The grant has been submitted for $188,000.00.
Bear Paw Development Sarah Strissell had nothing to update on the storm drain project.
Old Hotel: Bear Paw can likely have funds for a second assessment, however clean up or demolition will have to wait until funding is available next year. The time frame is Phase 1, a walk through which has been done. Phase 2: Samples are taken. 2022. Phase 3: Clean up, 2023. The grant for cleanup covers abatement but if it is deemed to be more cost effective to demolish the building, the grant will cover that. The town share can be made in kind. The owner is getting anxious to donate the building to the town. Rich Jespersen moved to allow the mayor to accept the title to the property, as well as allowing $500.00 toward closing expenses. After discussion, Jon Sheehy seconded and the motion passed.
New Business
Heather Dilworth asked the council to allow closure of Johannes Avenue from the Post Office to the Old Hotel for Trunk or Treat on Halloween night.
Park Sign: The Booster Club would like to install a sign in the rest area park directing people to the high school. Colby Baumgarn moved to approve, pending MDT approval. Krystyl Kulbeck seconded; motion passed.
Old Business
Junk Ordinance: There will be a work session at 7 p.m. on November 4th.
Big Sandy Organics: Nothing new

Public Works: Larry gave an update on their activities.
• The shut off list was distributed.
• The correspondence was distributed.
• Claims: Rich Jespersen moved to accept the claims. Jon Sheehy seconded and the motion passed.
General Journal Voucher: Jon Sheehy moved to accept JV 2022-03. Rich Jespersen seconded; motion passed.
