REGULAR MEETING
Mayor Steve Stiles called the meeting to order.
Council members present were Shaud Schwarzbach, Fred Watstein and Ted Pursley.

Public: Bob Nelson, Hilary Page
Approval of Meeting Minutes: Ted Pursley moved to approve the minutes from both the Special meeting and the September meetings. Shaud Schwarzbach seconded and the motion passed
Public Comments: None
Hilary Page: Ms. Page distributed the final proposal for the website and showed the council several examples of what she thought would work well for the town; i.e. be easy to navigate and be eye catching. TTC no longer hosts domains so it was recommended that the town go with Blue Host. The cost is broken down in the attached proposal. It was decided to pay year by year for budgetary reasons. The website design was selected with Shaud Schwarzbach making the motion on the selection, Antenna, Fred Watstein seconding. The motion passed. The clerk will meet with Ms. Page to go over some details on October 24. A payment of $1000.00 of the preapproved cost will be included in the September claims.
Sheriff Report: None
New Water Project: No news.
New Pool: At this time things are still in the exploratory stages.
Bear Paw Development/Brownfield Project: No action
New Business
Bob Nelson: Bob reported on the Soil Conservation District ordinance that will be on the ballots November 8th, regarding free range buffalo (see attached). A motion was made by Ted Pursley that the town council support the ordinance. Shaud Schwarzbach seconded; motion passed.
Old Business
MMIA Benefits program: Information was distributed to the employees regarding health insurance. There was discussion about what the town would contribute to the cost. Employees were asked to take time before the next meeting to decide which policy would work best for them.
Street repairs: Lakeside is currently crushing gravel at the site and should be ready to haul to town soon.
Charge for Inactive/Vacant properties connected to water and sewer system: No action
Animal Ordinance: No action
Parks: No action.
Ditch and road plans: PWD will have the part time employee begin clearing ditches throughout town. If necessary letters will be sent to property owners if digging needs to be done. The jetter trailer has arrived and will soon be put to use.
Meter Issues: Many of the non working meters have been replaced with more going in this month.
Source Water report: The report is not finished. Tabled until further notice.
Committee Reports: None.
Mayor Report: The mayor has sent a letter to the Sheriff requesting a letter of support to put the speed signs in place.
Public Works: None
Clerk Reports:
* The shut off list was distributed
* The correspondence was distributed.
Claims: Ted Pursley moved to approve the claims and Fred Watstein seconded; motion passed.
General Journal Voucher. Fred Watstein moved to approve JV 2017-03. Shaud Schwarzbach seconded and the motion passed.
