Mayor Schwarzbach called the meeting to order.
Council members present were Colby Baumgarn, Jon Sheehy, Darin Ray and Ted Pursley. Staff Present: Tim LaBuda, Public Works, Larry Geyer, Public Works, Wendy Kleinsasser, clerk
Public: Lorrie Merrill, Clete Ophus and Dennis Hale
Approval of Meeting Minutes: Darin Ray moved to approve the November minutes. Colby Baumgarn seconded; motion passed
Sheriff’s Report: Deputy Hale told the council members that he is glad the speed monitors are back on line and helping slow people down as they drive through town.
Pivot A committee is being formed to look into the salinity issue and ways to mitigate it.
Public Comment: None

New Water Project: The project is currently on winter shut down, so there were no engineering reports. There was a change order presented to the council, Change Order #3. Colby Baumgarn moved to approve the change order; Jon Sheehy seconded and the motion passed.
Bear Paw Development:
Water Project: Lisa Moisey prepared two draw requests for a pay application, engineering and bond council costs. As the RD offices are closed due to the government shutdown, she prepared a request to TSEP that will cover about 75% of the pay app and about $2,000.00 for engineering. An RD draw request was also prepared to meet the balance of the bills due. This was sent via e-mail to RD so it will be on hand once the office is reopened. Colby Baumgard moved to approve the draw requests, Darin Ray seconded and motion passed.
Brownfield Project: No action.
New Business
Courtnage & Sons request to eliminate one garbage assessment: Jon Sheehy moved to approve the request. Darin Ray seconded the motion and it passed.
Account 459 overrun: Colby Baumgarn moved to allow a credit for over 5000 gallons of the overrun, which occurred due to the customer having to run water to clear the water during the water project.
Old Business
Water Ordinance: A work session was scheduled for 6 p.m. on January 23.
Committee Reports: Wendy Kleinsasser reported on the Bear Paw Development annual meeting in December.
Mayor Report: Mayor Schwarzbach updated the council on the status of the Northcentral Montana Regional Water Authority. Completion of the water treatment plan could be in three years, with water to Big Sandy in five.
Public Works: Tim LaBuda reported on a blower at the lagoon that needs to be repaired. He is waiting for parts
Clerk:
* The shut off list was distributed
* The correspondence was distributed.
Claims: Darin Ray moved to accept the claims. Jon Sheehy seconded and the motion passed.
General Journal Voucher: Ted Pursley moved to approve JV 2019-06, with the correction made for the new water loan reserves. Jon Sheehy seconded, motion passed.
Any Business to be brought before the Council:
Darin Ray suggested that Hilary Page, who manages the town’s website, attend quarterly meetings. The clerk will contact her and make the request. Mayor Schwarzbach asked that the clerk contact Triangle Telephone and have them set up our conferencing center.
The council and staff will hold a holiday party at the mayor’s home on February 2.
Ted Pursley moved to adjourn, Colby Baumgarn seconded and the motion passed.
